Before any construction or renovations occur:
- Contact the Permits department at ochatman@stmartinville.net or call 337-394-2230 option4.
- Contact the inspector’s office at 337-886-6069 to obtain any required permits.
- Fees double for any work performed within the city limits without proper permits.
SECTION R105 PERMITS
R105.1 Permits are Required. Any owner or owner’s authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit.

Notice for roofers
All contractors working in Louisiana should be aware of Acts 239 and 422 of the 2025 Legislative Session.
Act 239 requires permitting and inspection of roof construction and reroofing of residential and commercial structures for any projects beginning on or after August 1, 2025.
Act 422, in part, makes it a violation of the law for contractors to fail to obtain a permit to perform work; to begin work prior to the issuance of a permit; to misrepresent the value or scope of work; and to fail to obtain inspections as required by law.
Act 422 also, in part, creates the Residential Roofing license.
La. R.S. 2156.4. Residential roofing
On and after January 1, 2026, any person who advertises, solicits, undertakes, attempts, offers, or submits a price, bid, quote or estimate to construct, supervise, direct, oversee, or perform any construction, modification, repair, or maintenance of any portion of a roofing system on a residential structure for which the project value is seven thousand five hundred dollars or more shall hold the classification of Residential Roofing or Residential Construction.
- A residential roofing contractor shall pass the residential roofing trade examination and meet all other licensure requirements of a residential contractor.
- Residential roofing is a subclassification of residential construction.
Currently, only contractors holding Residential Construction or Building Construction may bid or perform work on a residential roof.
Note: The trade exam for the upcoming Residential Roofing subclassification is not yet available; however, Qualifying Parties holding the following classifications will be exempt from the Residential Roofing trade exam: Residential Construction, Building Construction, and Commercial Roofing.
